At least that is what I was told two, three weeks ago in FRA.
That may be the rule but I was once told when transiting at FRA I could not take duty free liquid I had just bought on a Lufthansa flight and put in a sealed bag. Some security personnel seem to make up rules as they like. Be prepared to put it in your checked luggage during transit if necessary.

I thought you weren't supposed to drink duty free liquor on-board but it's probably ok to drink it at a security checkpoint.
