The thread title is probably responsible for the confusion, but the OP's flight UA933 is FRA-IAD. I'll leave whether he should get EU comp or not to others, but my guess would be yes.
According to flight status, UA926 on Sept 24 did divert to ORD.
Flightaware shows the diversion. UA933 appears to have operated normally.

Why? Because you're not entitled to EU comp as you were neither departing from the EU nor on an EU carrier.
