It really depends on the hotel. Domestic HI rarely are equiped to offer any "real" upgrade. The few that have "executive" floors might put you there gratis.

As to the higher end, CP, and HI Select, they sometimes will upgrade to a mini suite if available.

The HI PC just doesn't provide the benefits (in the US) that the Hilton / Marriott / Starwood provide. However, I'm told that the international experience is different.
