It's interesting: whenever I call the 800 number to redeem an EEO, they just look for a publicly-available rate and then note the EEO in the record. I've never encountered an agent that mentioned a capacity control as long as there's some publicly-available rate for a regular hotel room available.
The only main restrictions I'm aware of are (a) one cert at a time and (b) rooms only - no confirmed suites.
In a way, I can see Marriott encouraging elites to do as many different EEO weekends as possible. We're generally talking about half-empty hotels: luring us in at half-price is better than an empty room. (The certs aren't valid at the most-desirable weekend hotels like NYC, etc.)
