Pay for lounge access is on its way - same story (Flounge is now more valuable so Gold is even more useful than Silver...except where there is no Flounge and the whole system is devalued).
I would be very, very surprised if they introduced a pay for Terraces/Galleries lounge access. This would be a bad move.
BA have had all sorts of seating policy changes over the years however never messed about with their lounges, which IMHO are amongst the best in the world.
