If I am not mistaken, the City of Cincinnati bought what is now Blue Ash Airport in the late 1930s. During the 1940s and even into the 50's there were attempts to make it into a large commercial airport but political squabbling prevented it. Meanwhile Kentucky politicians took advantage of the situation and established CVG. Eventually, development in the Blue Ash area prevented airport expansion and limited the airport there to the general aviation facility it is today.
