Yes, although UA is unlikely to reach such an agreement. It is likely all Star Golds, even CO's own, will simply lose out on lounge access at LHR when flying CO except when ticketed in BusinessFirst.
Because there is no *A lounge in T4, CO must reach a separate third-party agreement with whichever lounge it chooses. The precedents are not good; at EDI, where the situation currently exists in reverse (there is no Skyteam lounge), CO reached a deal with the bmi Diamond Club lounge that only covers BusinessFirst passengers so Skyteam elites in economy have been out of luck departing EDI. I suspect the same will happen at LHR with Star Golds, which will put CO at a disadvantage to UA for elites flying economy out of LHR.
Would be great if this were not to be the case, or even better if CO could come across to T1 sooner than Heathrow East.
