The official name of the airport is the Cincinnati/Northern Kentucky International airport so really it has both names. I'm sure putting "Hebron, KY" in printed materials would really confuse people as to why there is an airport there (and why would they ever fly there). It is all in the same metropolitan area, just a quirk that the area covers two states and the airport happens to be in KY.
