Sure they do. CO could agree to pay for the entrances, just like they will for BF passengers. I doubt they will as they generally do not do so where it isn't required, but they definitely have control over the situation.
I'm curious about this. If the passanger is *G via OnePass and flying CO, it would be CO's dime for the access. What if they were *G via United? Wouldn't it be up to United to manage the agreement?
In other words, is it the to carrier, or the FF program that negociates the acces deals?
