In the last 2 months I have started to see these desks manned at T2, but only for Star Alliance carriers.
The basic reason why the transfer isn't there for Oneworld, but is there for *A, is that the government won't allow airside transfers without special approvals. And getting that approval is easier, I would guess, for the two Shanghai-based *A carriers using T2 than it is for the Oneworld carriers...
