Given that cars start at one location and then end up all over the country with no incentive to return to their original home... whats the incentive to register cars at one location or another? There are differences in costs to register cars between states. Whats to stop Hertz from just saying "cheapest place to register cars is in Arizona (for example) so we'll register 75% of our fleet there and just ship them around the country"?
