I personally wouldn't chance it, at least not without an emergency backup reservation elsewhere (and with the understanding you probably won't get your money back from the prepaid voucher if you can't use it).

Note that such rentals usually include LDW and SLI (collision and liability), which are not usually included in most U.S. states and therefore required for foreign renters (who rarely have existing insurance that provides coverage in the U.S.) to purchase.
