you can probably do whatever you want to do. What do you want to do? Tokyo, Narita city, Yokohama, Kamakura are probably all within reason for 12 hours. Probably allow 2 hrs to go into Tokyo, and leave 3 hrs or so before your flight to allow sufficient time for your flight. I would recommend the fish market but they'll probably be winding down by the time you get there
