Hotel in India w/ 2 adults and 2 kids

Hi Everyone,
I'm hoping some of you experienced India travellers can help me with this. I'm going to be visiting India in December/January with my wife and two small children (one will be 4 and one will have just turned 2) and am looking at booking hotel rooms in Mumbai and Delhi. I am hoping to only book 1 room for the family- the kids don't need their own beds, since I'll be bringing some small inflatable toddler beds for them- we do this in the US fairly often.
I notice when I look at Indian hotels on the web (I've checked both travel sites like Travelocity and the hotel web sites for some of the large "International" and Indian chain hotels) that they usually have a maximum occupancy of 2 or at the most 3 listed in the fine print somewhere, and for many of them it isn't possible to enter "2 adults 2 children" into the reservation page. I also talked with a Starwood reservationist, since I have Starwood points and was hoping to book the Delhi ITC with those, who told me that they had a maximum occupancy of 2 people per room, and I would need to book 2 hotel rooms to accomodate our family. Booking two rooms for the entire stay will be much too expensive for my budget...
So my question (finally) is this-- are these maximum occupancy limits actually enforced when travelling with children in India? (especially with one who is quite young?) If so, what do people commonly do when travelling to Delhi or Mumbai with children? I can't imagine that everyone books two hotel rooms for each night.
Any information/advice is greatly appreciated!
