Assuming that you were in IAH between SFO and LGA that change should have been free. Call CO and get your $25 back.
Beyond that, glad you got the upgrade. Getting it on the B fare isn't all that surprising. And the other elites on the waitlist might have all been Gold so your decision to pay more wasn't at all necessary, but you'll never know. Glad that you don't think the extra $20 of our tax dollars was wasted.
