30lb is just over 13.5Kg, you may get away with that on Ryanair particularly if you are not checking any luggage to the hold and won't have to visit a bag drop desk. On my most recent Ryanair flight (BHD-EMA) there was no checking of hand luggage weight (I was checked in online and I had no hold luggage) or size other than security who sent back a duffel bag which was grossly oversized!
