I think you can do a same day confirmed change for CLT-IAD and it would be cheaper than buying a new ticket (but being a Gulf Air ticket I am not 100% certain). But normal stand by is free, so check the loads on seatcounter and see what your chances are before spending any money.

I definitely would not miss the leg - way too risky.
