In general, if you miss a segment, the rest of your ticket will be canceled. If you're just looking to take an earlier CLT-IAD flight on the same day, you can try standing by (it's free), but there's always the chance you won't clear. If you want to fly on a different day, or need to confirm the change, you'll need to change your ticket and pay the appropriate change fees.
