FRA is a valid route for a revenue ticket providing FRA to PEK is on Air China (YYZ to FRA on LH with CA codeshare). Its not the cheapest route but not ridiculous - for example its cheaper than via JFK on US or Tokyo on NH.
For the record LHR is actually a reasonably competitive route too but only with BA, not *A.
