I have always assumed that they are drugs scanners - working in a similar way to the swab scanners that they use if they do a hand search of your bag going airside at T5.

Basically they analyse the chemical makeup of substances floating around and alarm if they sense the things they've been set to detect (explosives going airside, narcotics through customs).

This is purely an educated guess, however...
