I don't know for sure because a) I use my AA FF number on AA, and b) I find exit row seats awkward because of the hassle of putting everything in the overhead, plus they usually have tray tables in the arm rest that seems to make the seat narrower. Despite all that, I believe OW elites get access to all seats and I don't recalll their having any seats for which Emeralds get priority.
