If you take the CDW offered AT THE COUNTER by Alamo it's not Insurance it is a Waiver of Responsibililty as long as you are not in violation of your rental contract...Read your contract/folder. Agent can explain. It's not a big hairy deal. No drinking/meds/illegal meds/driving where you aren't allowed etc. If you add a driver to your contract they are an "Authorized driver" and if you Purchase the CDW AT THE COUNTER they are covered by the CDW you add to your contract. The main renter of the car (YOU) is ultimately responsible for all authorized drivers...so adding any coverages covers them too as long as they also abide by the terms and conditions of the contract.
