Yes, she will be landing in HKG without a OZ boarding pass so she would need to get the OZ boarding pass from the transfer desk in order enter the departure area where the lounges are. And this would be 8 hours before the flight departs, so it would be a problem if no one is staffing OZ transfer desk that early.
