If the fare class on your ticket is J or C, then you can move to the front of the cabin automatically. Just be sure you inform PAL beforehand that you want to move to the front (one of the few cases where advanced seat reservation is allowed).
If the fare class is D, then you can move to the front of the cabin, but seats will be allocated on a first-come, first-served basis. The same goes for fare class I, but you have to pay $150 (or use an Upgrade Travel Certificate if you're a Mabuhay Miles Elite member) per sector to upgrade, and only if seats are still available.
All other Mabuhay Class fare classes are restricted to the old Mabuhay Class cabin.
EDIT: Mabuhay Miles status has no bearing on getting an F seat in the old cabin. If you upgrade, you're more likely going to end up in the old Mabuhay Class cabin.
