I would like to vote Tahiti, French Polynesia. A nice, small city in a paradise!

Actually although a lot of Asian cities with population more than a million, there are never/hardly any crime issues. For example, Singapore, Hong Kong and any cities in Japan are the most safety places on earth. You don't need to worry about security at all. Even Dubai, Doha and Bahrain in Middle East are the most safety places on earth, but you have to bare the heat in the summer.
