I never said it was easy but it is doable. I have the same problems with Citibank but AmEx seems to work fine.
Citi explained to me that BA first verifies the card with a 1 USD authorization (which gets approved) and then the second charge which comes immediately after the first authorization gets declined.
But it is possible to book tickets with a card issued anywhere - just by changing the home page to that specific country...
