What about annual state safety (and/or emissions) inspections and such? I've gotten a car or two more that appeared to have an expired windshield sticker from one state or another. I didn't notice until after driving away, and then at least one time I had intended to inform the HLE staff and forgot. Do the rentals get some kind of exemption from this by arrangement with the states, perhaps by providing details of the inspection and maintenance they should be undergoing from the rental company anyway? Otherwise this would seem to be a sticking point for at least some states.
