The registration/ownership of cars is handled by the owning city. The owning city is identified by the first four numbers of the vehicle. For example, a vehicle with an ID of 1498/9850989, has a owning city of "1498" and that is Atlanta. There is no need to move a vehicle for expired tags. When the end of the month approaches, the station that the vehicle is at will submit a request to the owning city for a new tag. The owning city will then overnight a new tag to the location to minimize any lapse in service.

There are a few cases from time to time when a vehicle will need to get back to it's owning city but under normal circumstances, wherever a car is at the end of it's life is where it will stay. However, smaller markets will move their cars to larger markets for auction. For example, Chattanooga, TN would probably need to truck their cars to either Nashville or Atlanta.
