An option similar to Aldi, but with phones definitely available is Tchibo.

Internal calls are 0,05€/min, but like Aldi they have an internal 30-day flatrate for 3,95€.

They have phones with SIM cards starting at 24,95€. They are also running a special from 1 September to 21 September wherein all calls to other Tchibo customers are free for the first 24 months.
