One more piece of anecdotal evidence. I recently (60 days +) applied for and received a Citi Business Visa. I tried to apply again for a personal card at 64 days out and was denied on the basis of recent credit applications.
I put over $3k on my recent biz card (paid in grace period), have been a Citi member for 6+ years, and have a credit score of >790. My hard pulls are relatively low (<3 in past 6 months).
It seems to me that there is a more stringent credit application processes in place now ... I guess I will wait another 60 days and try for a personal card again.
Considering all the interest payments well above prime, balance transfers, and late fess (think: college student), I would think Citi views me as a profitable customer ... so they OWE me these miles
