This is the same treatment that you get in South Korea. The <insert favorite term from screener here> at the metal detector will ask you where you are going. If you say USA, they make you take your shoes off. Just say any other place (even if going to the USA) and you won't have to remove them... They have never checked my actual boarding pass. I've never removed my shoes there (regardless of where I am flying).
Was not asked that in transit security on a recent pass through ICN nor was the wife.
