I really enjoyed SIP Wine Bar in Seminyak.
It's a hole in the wall compared to other establishments like Kafe Warisan and Ku De Ta, but the menu was delish and ambience very nice. It is French cuisine with a extensive wine list... with many wine choices costing upwards of 2-3000$!
Less expensive options are also available, and their food is very reasonably priced. The bathroom is also cleverly decorated and very fun.

Also recommend Kafe Warisan as others have. oooh. EXCEPT, Kafe Warisan is changing names and moving locations in October...

Beds on the Beach at the Four Seasons Jimbaran is a unique and fun experience. Five course meal on the beach on a bed overlooking candlelit sand... it's very romantic. Calling it five courses is actually misleading as each course entails multiple tastings of various dishes. I think we tried about 20 different things!
