I have made LHR-LGW vv connection a few times in 2 hours, but that was without checked baggage, with onward BP in hands and cab.
Train-tube-train is more reliable time wise and I would use it for under 3 hours connection but in my opinion you cannot expect average passenger who is not some kind of an experienced traveller with some knowledge of London area to make it, especially fast.
