I actually dealt with this yeasterday at YTZ. I asked the agent if we had to. She said only if you are flying to the USA. They didn't otherwise verify my destination. I have no idea if they'd actually know where I was going if I hadn't said anything since they didn't check my tickets or anything and there are domestic Canadian flights from the same terminal. Brilliant.
