The ATR overhead bin may be slightly smaller, but IME, it's very close.
I have a gear bag that has to be carried on and fits like a glove in the RJ and also fits in the ATR. It may depend on the shape of the bag, too.
The ERJ bins are wider-mouthed (ie, taller opening) at the front and taper towards the back. The ATR bins are simple rectangular box shapes-- at the front they are not as spacious as the ERJ ones.
