Form what I uderstand that is true, but in Taipei and Kaoshuing city they have/are in process of updating to modern sewer systems. The Airport (Taoyuan) is in Taoyuan county which does not have newer sewer system, says my home builder friend, so flushing toliet paper does cause some problems. Yes, not so clean, when its in trash bin, but in the two major cities things are better.
