There is no way FS will touch le Cinq. Lunch there does tend to be quieter than dinner as most people eat in La Galerie. I was at le Cinq recently and it was full and many of the diners were locals. Since Eric Briffard took over Le Cinq has done better than ever.

As for L'Atelier at FS NY, I really like this restaurant (which was also full when I stayed). I can cope with the size of the portions a lot better than I can cope with the average NY portion. I can also cope a lot better with the quality of the food.
