Correct, the 150k, 200k EQM SWUs are deposited soon after crossing the threshold (regardless if you are a new 1K or not).

All that needs to happen is that you receive e500s subsequent to hitting 1K in the quarter to receive CR-1s. Not sure if DEQM back-date to help you out here.
