And therein lies the flaw. When I look at new metro lines in say, Europe for example, the construction boards proudly show that the new line is a joint venture between the city, the province / canton, and the federal government. (And in a few cases, the EU as well.)
We are making progress at a snail's pace though - I know that the provincial government has pledged some support for the new lines. But I fear that in some ways, Canada as a whole is becoming a do-nothing state. Tax cuts are great but we can't be afraid to invest in infrastructure either.
