The Drake is closer to Watertower Place, etc., while the Palmer House is closer to stores on the Loop like the big Marshall Fields. If shopping is your priority I'd probably pick the Drake, although I personally prefer the Palmer House for other reasons. I've always found the Drake a bit snooty/stuffy for my tastes.
