Not really, because it wouldn't be considered "within the scope" of her employment. Something goes wrong, the Government would be within it's rights to wash their hands of the situation.
It wouldn't be too hard to show that TSA exceeds it scope all the time and so scope of employment shouldn't matter much to them.
