Hmm. I flew through MEX 2 days ago, and never did Immigration (although I filled out the forms, and showed them one form when I left MEX). Perhaps because I didn't have to change terminals.
It might have taken me <15 min to go between gates at MEX (although with a 3.25 hr layover I was in no rush).
