Its even more irritating when they are clearly off-duty and on vacation with their family and are allowed to use the employee lines, alongwith cutting in line - just by showing their badge.

Welcome to Flyertalk. The answer to your questions is yes. If there is no employee line I think a friendly "may I" should work. Folks might not agree(I understand & it's ok) but just like you have benefits at your place of employment, this is just one small benefit that we have left.
