What I meant is excess baggage out of the allowance. SQ may accept up to SIN, but not AI from SIN-MAA. Have witnessed situations where pax's bags were offloaded and pax were "forced" to pay for the excess baggage by the AI ground staff in SIN before the bags were loaded on the SIN-MAA sector. The bags were checked through to MAA from USA.
If its on one ticket, then AI is breaking the rules and doing something that it shouldn't and because people don't know the rules or their rights, allow AI to bully them into paying.
