but in addition to UA conventions, I would assume there are FAA/DOT rules about *when* a new flight number can be created? I.e., for tracking of historical delays associated with a particular route/time of day, you would want airlines not to be able to just come up with a "new" flight number that is materially the same as an existing flight, to evade bookkeeping purposes, right?
