Now, I work for the government. I have let them book my travel most of the time in order to make sure I get reimbursed. Here is what happens: the gov travel agent calls or logs into the hotel, and just book "the government rate." It does not matter to her/him whether there is a cheaper rate called "best available rate" or "romance rate" or whatever. They just go with the "government rate." After all, it is not her/his money, but it is the American Taxpayers' money. So often I ended up cancelling and re-making one myself. Silly.
