The points you receive for flying on a partner airline are in fact a form of commission paid by the partner airline.
So, in this case, LA/LP pays money to CX (as a commission for them "referring" one of their members) which you then receive in the form of points in your MPC account.
It is actually the operating carrier (LA/LP in this case) which determines how much they are willing to pay, and this is reflected in the airline earning table of YOUR carrier (CS, in this case).
So you can only blame LA/LP for this, not CX. (I doubt LA/LP would be paying the full amount of $$$ and CX is failing to pass it on by way of points).

But I class is accruable on other OW partners like BA, AA, QF, JL, AY with at least 125%. Does it means that CX charged a higher commission and thus a problem with CX?
