It would apply to anyone who is simliarly upgraded, however, because it is obviously not a status issue, it is an upgrade benefit issue. If a complimentary upgrade is given - to anyone regardless of their status level - any amenities that would normally come with that room type that are mentioned in the room description are complimentary as well.

That is good news and the instruction to the hotel(s) being of the broader nature to cover all upgraded guests would be something I welcome.
