I read what you wrote and it is clear that you only mentioned Gold in the quoted section of your post. In that section there is no mention whether or not the same is the case for those without Gold status who are upgraded to a room that normally includes the amenities that come with the higher category room type in which the guest is being accommodated.
If you meant to say that hotel(s) will be instructed about the mandatory inclusion of normal amenities affiliated with the higher category room type applicable to all guests accommodated in the higher category room type assigned, then that is great.
