Scales are checked on a very regular basis. If they are slightly out after a passenger has gone, ie. they may show 0.1kg, they are reset to zero. Passengers are also invited to check weights on adjacent scales if they feel something is wrong, and there are public scales which can be used by any passenger - these are in a different location to check in desks.

No scale is ever out by 1kg or more or that desk would be closed as unserviceable until the scales were repaired.
